On a project of any size the first date that matters is rarely a delivery date. It is the day you establish who the building authority is, because a good deal of the programme queues behind that answer. In Vero Beach it is already published. The Indian River County Building Division states that it has jurisdiction within and serves the unincorporated county and the City of Vero Beach. A city does not automatically appear in a county division's jurisdiction sentence, and this one does — so an address here is served by the county rather than by a department at city hall.
That is unusually settled ground for a question of this kind, and it is worth taking the benefit of early rather than looking for a city hall that is not there. It is also close to the only thing about a project here that arrives with a published answer. Everything after it is decided by the particular building you are standing in, and this city has a very wide range of those.
